The WWW Virtual Library (VL) was started by Tim Berners-Lee, the creator of HTML and of the Web itself, in 1991 at CERN in Geneva. Since 1997, Columbia University's collection of African Studies Internet Resources has served as the official WWW-Virtual Library guide for African Studies.
